Lead with the document. Name the agency, release, form, filing, or file that supports the headline.
Separate fact from allegation. Attribute claims precisely and make exculpatory or limiting evidence easy to see.
Make the missing answer visible. When government cannot produce a number, explain what was asked, what is tracked, and why the gap matters.
